A sealed bid for the Former Fox River Paper Mill Redevelopment Project at 700 West Court Street, Urbana, Ohio, Site Remediation and Demolition will be received at the Office of the City Engineer of the City of Urbana until 10:00 a.m. local time, Monday, September 20, 2010, at which time the bids will be publicly opened and read aloud.
General Project Description:
The Work for which proposals are invited consists of performing site remediation and demolition activities at the property located at the Former Fox River Paper Mill, 700 West Court Street, Urbana, Ohio 43078 (the “Property”), as may be necessary to complete the contracts in accordance with plans and specifications. The proposal sheets and Scope of Work shall define activities required to be performed by the Contractor in accordance with the individual project plans. The Property is currently owned by the Damewood Enterprises Limited (“Property Owner”).
The successful Bidder will implement the site remediation and demolition activities necessary to demonstrate that the Property meets, site-wide, Ohio’s Voluntary Action Program (“VAP”) applicable standards, so that a No Further Action (NFA) Letter can be prepared for the Property. Cleanup goals have been developed to meet a mixed commercial/industrial and restricted residential land use scenario.
Based upon the previous environmental assessment activities conducted at the Property, site remediation and demolition activities will include, but are not limited to:
- Developing a site-specific Health and Safety Plan;
- mobilization/demobilization/general conditions;
- installing temporary portable security fencing;
- asbestos abatement of buildings and boilers to be demolished and/or renovated;
- removing general wastes (universal wastes, building residuals, non-PCB containing apparatus and oil-containing apparatus);
- demolishing and disposing of all designated buildings, structures and all associated foundations and backfilling all associated voids;
- demolishing and disposing of designated flexible pavement areas;
- demolishing and disposing of designated railroad spur;
- removing and decommissioning designated monitoring wells;
- removing and disposing of coal materials;
- excavating and disposal activities within the remedial areas; and
- placing and compacting off-site borrow in all remedial excavation areas and the coal area.
A mandatory site visit will be held on September 8, 2010 at 11:00am for all potential Bidders.
No official interpretation of the meaning of the plans, specifications or other pre-bid documents will be made to any bidder orally. Every request for such interpretation should be in writing addressed to Mike Heintz, City Engineer, 205 South Main Street, Urbana, Ohio 43078 and to be given consideration, must be received at least five (5) days prior to the date fixed for the opening of bids.
Copies of the Contract Documents and the plans are on file at the Office of the City Engineer of the City of Urbana and are available Monday-Friday between the hours of 8:00AM and 4:30PM.
The envelopes containing the bids must be sealed, addressed to Michael L. Heintz, City Engineer, City of Urbana, 205 South Main Street, Urbana, Ohio 43078.
Each bid shall be accompanied by either a Bid Guaranty Bond in the amount of 100% of the Bid amount or by a certified check, cashier’s check, or letter of credit on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders.
In connection with the performance of work under this Contract, the Contractor shall not discriminate against any employee or applicant for employment because of race, religion, color, sex, national origin, disability, age, military status or ancestry.
Bidders are required to be enrolled in, prior to submitting a bid, and to be in good standing in a Drug-Free Workplace Program (DFWP) approved by the Ohio Bureau of Workers’ Compensation (OBWC). A smoke-free work place must also be provided for the Contractor’s employees during the performance of this Work.
Bidders must comply with the prevailing wage rates on Public Improvements in Urbana, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division (614) 644-2239.
All Work described within these Documents shall be completed within 120 calendar days from the commencement date as defined within the Notice to Proceed.
All Bidder’s offers will be required to be submitted under a condition of irrevocability for a period of 60 calendar days after submission.
