Phase 2A Water and Sanitary Sewer Replacement
Update 2/16/2021
The contractor demobilized from the Phase 2A Water and Sanitary Sewer Replacement Project due to the onset of winter weather in late January of 2021. Before this planned winter break, the contractor was able to complete the installation of the new water main on Crescent Drive. In addition, the contractor was able to connect each water service at each home to the new water main. As soon as weather permits in March, the contractor plans to return to the project to start on the replacement of the water main on Scioto Street between Jefferson Avenue and Berwick Drive. Scioto Street is scheduled for complete resurfacing in the summer of 2021 under a separate ODOT Urban Resurfacing Program.
After the water main is installed on Scioto Street, the contractor will return to Crescent Drive to prepare this street for the replacement of sidewalk, curb and gutter, and drive approaches on both sides of the street as previously planned and in accordance with Resolution #2577-20 that was passed by Urbana City Council on March 17, 2020. Lastly, the contractor will complete final restoration work on Scioto Street, Finch Street, Ames Avenue, and Crescent Drive. The planned completion date for the Phase 2A Water & Sanitary Sewer Replacement Project is June 26, 2021.

Update 12/16/2020
On Monday, December 21, 2020, the City of Urbana’s contractor, M&T Excavating LLC, intends to begin construction on the Crescent Drive portion of the Phase 2A Water & Sanitary Replacement Project.
Construction on Scioto Street’s sanitary sewer replacement took longer than anticipated, which delayed the start of the water line installation along Scioto Street. Instead of beginning the water line replacement and not being able to finish by the time asphalt plants shut down, the City of Urbana and its contractor agreed to delay the Scioto Street water line replacements until spring and begin the other water line installations on Finch, Ames and Crescent. The water mains on Finch Street and Ames Avenue are now installed with asphalt trench repair on Ames scheduled for December 18.
From now until June 26, 2021, the contractor will be completing the water main installation work on Crescent Drive and Scioto Street as well as surface restorations project wide. Depending on the weather during the winter months, the contractor may periodically be forced to cease work on the project. Complete resurfacing of Crescent Drive and Ames Avenue will be undertaken under a separate city contract later in 2021; complete resurfacing of Scioto Street is scheduled to begin in the summer of 2021 through a separate Ohio Department of Transportation contract.

Update 9/2/20
On the evening of Thursday, September 3, 2020 between 7PM and 12AM (Midnight), Scioto Street (US 36 East) between Finch Street and Wendy’s will be closed to thru traffic to allow for a sewer main crossing to be replaced as part of the Phase 2A Water and Sanitary Sewer Replacement Project. Customers of Wendy’s and other businesses west of Wendy’s will have access to Scioto Street from Jefferson Avenue. The detour during this closure will be Finch Street to East Water Street to Jefferson Avenue and back to Scioto Street.

Sanitary Sewer Main Replacement
Water Main Replacement
This project encompasses the replacement of the existing sanitary sewer main and laterals on Scioto Street between Jefferson Avenue and the US 36/SR29 intersection near Berwick Drive/Bon Air Drive. In addition, this project will replace deteriorating water mains on Scioto Street between Jefferson Avenue and Berwick Drive; Crescent Drive; Finch Street; and Ames Avenue. As part of the water main replacement project, service lines from the main to the curb stop, fire hydrants, and valves will also be replaced. The purpose of this water main replacement project is to replace aging, deteriorating water mains that have experienced frequent, historic breakage. During the planning process for the water main replacement project, the sanitary sewer main was inspected and determined to warrant replacement on Scioto Street.
This construction project is under contract for $1,730,090.59 with $1,398,489.79 of the project cost being water related and the remaining $331,600.80 being sanitary sewer related. To fund this construction, the City of Urbana has obtained low interest loan funding from the Ohio Environmental Protection Agency for the water portion and the Ohio Water Development Authority for the sanitary sewer portion.
The construction will be completed in two phases with the work on Scioto Street starting in August and being completed on or before November 13, 2020. The replacement sanitary sewer on Scioto Street will be installed first with the replacement water main on Scioto Street being installed second. By the fall completion date, these installations will be completed on Scioto Street, and the trenches will be repaired and other restoration work completed. Scioto Street is scheduled for complete resurfacing in the summer of 2021 under a separate ODOT Urban Resurfacing Program.
Between November 13, 2020 and June 26, 2021, the contractor will be completing the water main installation work on Crescent Drive, Ames Avenue, and Finch Street. Depending on the weather during the winter months, the contractor may periodically be forced to cease work on the project. In addition to the water main replacement work on Crescent Drive, the sidewalk and curb and gutter will be replaced on Crescent Drive in accordance with Resolution #2577-20 that was passed by Urbana City Council on March 17, 2020. By the spring completion date, the work on Crescent Drive, Ames Avenue, and Finch Street will be completed. As part of the project, trenches will be repaired with new asphalt and other restoration work will be completed. However, the complete resurfacing of Crescent Drive and Ames Avenue will be undertaken under a separate city contract later in 2021.
