Before his appointment as the Law Director for the City of Urbana and Municipal Court Prosecutor, Mark Feinstein served Champaign County for nearly 25 years as a private attorney and Acting Magistrate. He attended the Ohio State University in 1987, where he obtained his Bachelor of Science in Business Administration Degree, with a minor in Risk Management. He then attended University of Toledo and obtained his Juris Doctorate Degree. Mr. Feinstein, who is the Chief Legal Officer for the City of Urbana, serves the city in all legal matters. He prepares all contracts, bonds, and other instruments in writing in which the city is concerned, and endorses on each his approval of the form and correctness thereof. He also prosecutes all misdemeanor cases in municipal court arising in Champaign County.

Roger Steffan has served as the Assistant Municipal Prosecutor since 2017. He graduated from The Ohio State University with honors in 2007 with a degree in Political Science. He graduated with distinction from Petit College of Law at Ohio Northern University in 2010. Mr. Steffan assists Mr. Feinstein in prosecuting all cases in the Municipal Court.
