On Tuesday, September 3, 2024, A&B Asphalt Corporation and its subcontractors are scheduled to start work on the City of Urbana’s 2024 Asphalt Program which is under contract for $599,866.85. All work is weather permitting and is anticipated to last about one month. Final completion will be on or before October 11, 2024. Parking restrictions will be posted within work areas, and vehicles parked in violation will be towed. In addition, flaggers will be used to maintain traffic.
Under this program, the following streets are scheduled to be resurfaced: Gwynne Street from Railroad Street to North Oakland Street; Lafayette Avenue from North Main Street to Wood Street; Lincoln Place from North Main Street to Wood Street; Westview Drive; North Drive; Julia Street from Bloomfield Avenue to the northern dead end; and Julia Street from Dellinger Road to the southern dead end. With project work planned on Lincoln Place and Lafayette Avenue, areas near Hillclimber Stadium on Wood Street will permit on-street parking in the evenings for scheduled events at the stadium. Project work is scheduled to start with pavement repairs to the existing pavement with milling of the existing asphalt surface to follow. Once the pavement repair work and milling process are completed, a subcontractor is scheduled to chip seal all of the streets that are planned for resurfacing. Chip sealing is installed as an interlayer to reduce future cracking and moisture penetration between the existing asphalt and the new pavement surface and is intended only as a temporary driving surface. Once the chip sealing is completed, the final surface course will be installed with the adjustment of manholes and water valves and pavement striping where required to follow. In advance of this asphalt resurfacing work, D.L. Smith Concrete LLC completed city-funded curb ramp replacements on Lafayette Avenue, Lincoln Place, and Gwynne Street. In addition, this concrete contractor replaced deteriorated or missing sidewalks and curb sections on these streets where property owners either opted for the city to complete this work or failed to complete this work themselves prior to the deadline. Billing to each property owner followed completion of this concrete work. Earlier this summer, the restriping of pavement markings within the city was completed by First Star Safety LLC for $11,307.39 on Scioto Street (State Route 29 East), US Route 36 East, and North Oakland Street. In addition, pavement markings were refreshed on Childrens Home Road and East Lawn Avenue with costs shared between the City of Urbana and Urbana Township for these two roadways. Furthermore, Russell Standard Corporation completed the crack sealing of multiple city streets in May at a cost of $36,152.10. Lastly, this summer, the City of Urbana paid the Champaign County Engineer’s Office to make repairs on James Avenue between South Edgewood Avenue and College Way and to chip seal and fog seal the driveways within Oak Dale Cemetery. City of Urbana Unveils 2024 Asphalt Projects; Crack Sealing Work Scheduled to Start on May 8th5/3/2024 For calendar year 2024, the City of Urbana has approved contracts for the city’s yearly asphalt paving and maintenance projects with the city’s crack sealing program scheduled to start on May 8, 2024. Under contract with Russell Standard Corporation for $36,152.10, this year’s crack sealing program is planned for the following streets: Freeman Avenue from Miami Street to Union Alley; West Light Street from Railroad Street to North Oakland Street; West Broadway Street from South High Street to South Main Street; West Powell Avenue from South Main Street to the dead end; East Powell Avenue from South Main Street to South Kenton Street; Lincoln Street from South Walnut Street to South Main Street; Thompson Street from South High Street to South Main Street; College Street from South High Street to South Main Street; South Walnut Street from West Powell Avenue to West Reynolds Street; Scioto Street from Locust Street to the State Route 29/US Route 36 split; East Light Street from North Main Street to Talbot Avenue; Julia Street from Bloomfield Avenue to Boyce Street; and Bloomfield Avenue from East Lawn Avenue to the railroad crossing. In addition, the portions of Childrens Home Road and East Lawn Avenue that are shared between the City of Urbana and Urbana Township will be crack sealed with the cost of this work being shared between these two governmental entities. Parking restrictions will be posted within work areas in advance of the work, and vehicles parked in violation will be towed.
In addition to these planned crack sealing projects, the City of Urbana recently awarded a contract to A&B Asphalt Corporation for asphalt resurfacing projects within the city in the amount of $599,866.65. This asphalt resurfacing work will be scheduled after July 15, 2024 and will be completed no later than October 11, 2024 with the following streets to be resurfaced: Gwynne Street from Railroad Street to North Oakland Street; Lafayette Avenue from North Main Street to Wood Street; Lincoln Place from North Main Street to Wood Street; Westview Drive; North Drive; Julia Street from Bloomfield Avenue to the northern dead end; and Julia Street from Dellinger Road to the southern dead end. As early as May 13, 2024, D.L. Smith Concrete LLC is anticipated to mobilize and complete city-funded curb ramp replacements on Lafayette Avenue, Lincoln Place, and Gwynne Street in advance of the asphalt resurfacing work with completion on or before Friday, July 12, 2024. In addition, this concrete contractor will be replacing deteriorated or missing sidewalks and curb sections on these streets where property owners have either opted for the city to complete this work or failed to complete this work themselves prior to the deadline. Billing to each property owner will follow completion of this concrete work. Later this summer, the City of Urbana will pay the Champaign County Engineer’s Office to chip seal and fog seal James Avenue between South Edgewood Avenue and College Way and the driveways within Oak Dale Cemetery at a cost of approximately $47,905.21. Lastly, restriping of pavement markings by First Star Safety LLC under contract with the city for $13,428.64 is planned on Scioto Street (State Route 29 East), US Route 36 East, and North Oakland Street. In addition, pavement markings will be refreshed on Childrens Home Road and East Lawn Avenue with costs shared between the City of Urbana and Urbana Township for these two roadways. Under this program, the following streets are scheduled to be resurfaced: Storms Avenue between Miami Street and College Way; East Twain Avenue between North Main Street and Logan Street; Evans Avenue between North Main Street and Logan Street; Downs Avenue between North Main Street and Logan Street; Rolling Stock Avenue between North Main Street and Logan Street; Talbot Avenue between Downs Avenue and Bloomfield Avenue; Logan Street between East Twain Avenue and Rolling Stock Avenue; East Light Street between Julia Street and Terry Lane; and Bloomfield Avenue between North Main Street and the railroad crossing. Project work is scheduled to start with milling of the existing pavement on streets that are slated for typical resurfacing work. After milling, pavement repairs will be made to the existing pavement. Once the milling process and pavement repair work is complete, a subcontractor is scheduled to chip seal all of the streets that are planned for resurfacing. Chip sealing is installed as an interlayer to reduce future cracking and moisture penetration between the existing asphalt and the new pavement surface and is intended only as a temporary driving surface. Once the chip sealing is completed, the final surface course will be installed with the adjustment of manholes and water valves and pavement striping where required to follow. Beyond the milling and paving of city streets, East Twain Avenue and portions of Logan Street will be reconstructed prior to resurfacing through a process known as full-depth reclamation. This process recycles and stabilizes the existing road base prior to new asphalt being placed on the newly reconstructed roadway base. Earlier this summer, Scodeller Construction, Inc. completed the crack sealing of multiple city streets at a cost of $31,296.00. Lastly, starting later this summer, an ODOT Urban Resurfacing Project will be undertaken on Miami Street (US Route 36) between Walnut Street and Edgewood Avenue. For that project, the city is required to provide 20% of the project cost with the low bid for that project being $550,127.56. Completion of the resurfacing project on Miami Street is anticipated on or before September 30, 2023. Under this program, the following streets are scheduled to be resurfaced: Tanglewood Drive; Nova Drive from Camelot Drive to Eastview Drive; Eastview Drive from Scioto Street (State Route 29) to Seville Drive; Seville Drive from New Haven Drive to Parkway Boulevard; Long Bay Drive from Seville Drive to Parkway Boulevard; Parview Court; and Lippencott Lane. Project work is scheduled to start with milling of the existing pavement on streets that are slated for resurfacing. After milling, pavement repairs will be made to the existing pavement. Once the milling process and pavement repair work is complete, a subcontractor is scheduled to chip seal all of the streets that are planned for resurfacing. Chip sealing is installed as an interlayer to reduce future cracking and moisture penetration between the existing asphalt and the new pavement surface and is intended only as a temporary driving surface. Once the chip sealing is completed, the final surface course will be installed with the adjustment of manholes and water valves and pavement striping where required to follow. This work is under contract for $712,911.36 and includes paving projects at Melvin Miller Park. For the projects at Melvin Miller Park, the City of Urbana has secured $49,666.00 in grant funding through the Ohio Department of Natural Resources’ NatureWorks Program to pave and resurface a parking lot and driveways and to improve the existing pickleball courts. After Labor Day, American Pavements, Inc. is under contract to complete crack sealing of multiple city streets at a cost of $47,543.38. In August, in cooperation with Salem Township and with grant funding through the Ohio Public Works Commission, Dellinger Road between North Main Street and Clark Road/East Lawn Avenue is scheduled to be resurfaced at a cost of $132,029.50 with the city’s share being $15,010.89. Lastly, before the end of the 2022 paving season, an ODOT Urban Resurfacing Project will be undertaken on South Main Street between Pearce Place and Market Street and on North Main Street between Court Street and Washington Avenue/Gwynne Street. For that project, the city is required to provide 20% of the project cost with the low bid for that project being $925,870.94. On Friday, September 24, 2021, The Shelly Company and its subcontractors are scheduled to start work on the City of Urbana’s 2021 Asphalt Program. All work is weather permitting. Parking restrictions will be posted within work areas, and vehicles parked in violation will be towed. In addition, flaggers will be used by the contractor to maintain traffic.
Under this program, the following streets are scheduled to be resurfaced: Crescent Drive between Finch Street and Ames Avenue; Ames Avenue between Scioto Street and Amherst Drive; Patrick Avenue between Scioto Street and South Jefferson Avenue (State Route 54), Washington Avenue between North Main Street and East Lawn Avenue; Carson Street between Boyce Street and Urbana High School; Glenn Avenue between Miami Street and just north of West Court Street; West Court Street between Glenn Avenue and North Oakland Street; West Court Street between North Edgewood Avenue and the eastern dead end of West Court Street; West Church Street between North Rohrer Street and North Edgewood Avenue; and South Rohrer Street between Miami Street and South Oakland Street. In addition, full depth pavement repairs are planned on Muzzy Road. Project work is scheduled to start with milling of the existing pavement on streets that are slated for resurfacing. This milling work will be completed by a subcontractor and is anticipated to take approximately three days. After milling, pavement repairs will be made to the existing pavement. Once the milling process and pavement repair work is complete, a subcontractor is scheduled to chip seal the existing pavement surfaces on Ames Avenue, Patrick Avenue, Carson Street, Glenn Avenue, West Court Street, West Church Street, and South Rohrer Street. Chip sealing is installed as an interlayer to reduce future cracking and moisture penetration between the existing asphalt and the new pavement surface and is intended only as a temporary driving surface. The pavement resurfacing work by The Shelly Company, including the full depth repairs on Muzzy Road, is anticipated to take approximately 6 days to complete with scheduling planned to avoid interruptions near the Urbana High School campus. Once all paving work is completed, subcontractors will adjust manholes and water valves and restripe pavement markings where required. This work is under contract for $504,357.88 and is the final part of the city’s planned asphalt maintenance and paving projects for 2021. Earlier this summer, Strawser Construction, Inc. completed the crack sealing of multiple streets around the city at a final cost of $49,146.90. The Aero-Mark Company also completed pavement striping within the city earlier this year at a cost of $6,350.30. In addition, Scioto Street was paved through an ODOT project with city being required to contribute 20% of the cost or $123,984.00. In total, these four projects represent a local investment in 2021 of $683,839.08 into the maintenance and improvement of existing city streets.
