On Tuesday, August 2, 2022, A&B Asphalt Corporation and its subcontractors are scheduled to start work on the City of Urbana’s 2022 Asphalt Program. All work is weather permitting. Parking restrictions will be posted within work areas, and vehicles parked in violation will be towed. In addition, flaggers will be used to maintain traffic.
Under this program, the following streets are scheduled to be resurfaced: Tanglewood Drive; Nova Drive from Camelot Drive to Eastview Drive; Eastview Drive from Scioto Street (State Route 29) to Seville Drive; Seville Drive from New Haven Drive to Parkway Boulevard; Long Bay Drive from Seville Drive to Parkway Boulevard; Parview Court; and Lippencott Lane. Project work is scheduled to start with milling of the existing pavement on streets that are slated for resurfacing. After milling, pavement repairs will be made to the existing pavement. Once the milling process and pavement repair work is complete, a subcontractor is scheduled to chip seal all of the streets that are planned for resurfacing. Chip sealing is installed as an interlayer to reduce future cracking and moisture penetration between the existing asphalt and the new pavement surface and is intended only as a temporary driving surface. Once the chip sealing is completed, the final surface course will be installed with the adjustment of manholes and water valves and pavement striping where required to follow. This work is under contract for $712,911.36 and includes paving projects at Melvin Miller Park. For the projects at Melvin Miller Park, the City of Urbana has secured $49,666.00 in grant funding through the Ohio Department of Natural Resources’ NatureWorks Program to pave and resurface a parking lot and driveways and to improve the existing pickleball courts. After Labor Day, American Pavements, Inc. is under contract to complete crack sealing of multiple city streets at a cost of $47,543.38. In August, in cooperation with Salem Township and with grant funding through the Ohio Public Works Commission, Dellinger Road between North Main Street and Clark Road/East Lawn Avenue is scheduled to be resurfaced at a cost of $132,029.50 with the city’s share being $15,010.89. Lastly, before the end of the 2022 paving season, an ODOT Urban Resurfacing Project will be undertaken on South Main Street between Pearce Place and Market Street and on North Main Street between Court Street and Washington Avenue/Gwynne Street. For that project, the city is required to provide 20% of the project cost with the low bid for that project being $925,870.94. On Monday, August 10, 2020, Strawser Construction, Inc. of Columbus is scheduled to start work on the City of Urbana’s 2020 Microsurfacing Program. All work is weather permitting. Parking restrictions will be posted within work areas, and vehicles parked in violation will be towed. In addition, flaggers will be used by the contractor to maintain traffic. Brief closures of cross streets are possible. Prior to the microsurfacing work, a subcontractor will remove the existing pavement markings. After the microsurfacing work is completed, temporary pavement markings will be installed on the new surface, followed by permanent markings about two weeks later. This work is under contract for $130,037.63 and is a portion of the city’s planned asphalt maintenance and paving projects for 2020. Under this program, the following streets are scheduled to be microsurfaced: East Water Street from South Main Street to Finch Street and East Lawn Avenue from Scioto Street to Bloomfield Avenue. Microsurfacing is a pavement preservation technique that extends the useful life of the existing pavement. East Water Street was last resurfaced in 2006 and East Lawn Avenue was last resurfaced in 2009. Earlier this summer, Bituminous Pavement Systems completed the crack sealing of multiple streets citywide at a cost of $44,550.50. In September, asphalt resurfacing of several city streets under a separate contract with The Shelly Company is scheduled at a cost of $322,970.90. Bituminous Pavement Systems (BPS) has had to delay the start of the crack seal program for the third day in a row on account of wet pavements. They will try again tomorrow (5/21) beginning in the south half of town. New “No Parking” signs will be placed where the contractor expects to be next week. Crack sealing operations throughout town will last a total of 4 to 5 days.
On Tuesday, May 19, 2020, RB Jergens Contractors, Inc. and its subcontractors will be remobilizing to downtown Urbana to complete the Monument Square Roundabout Improvement Project (US 36 & US 68 Intersection Improvement Project). The contractor will be completing remaining work items that were carried over from last fall, including final resurfacing on the project.
In early November of last year, daily and overnight temperatures were not conducive to completing all of the planned asphalt work due to asphalt placement specification requirements and limited availability of the high traffic asphalt mix being used on the project. Local and federal funding for the paving work was carried over from 2019 into 2020, and the contract was extended for completion by the end of May 2020. With daily temperatures now being ideal for the high traffic asphalt mix, the contractor has scheduled the paving work on Miami Street, South Main Street, and in the parking areas of Monument Square. In addition, the City and ODOT are stipulating replacement of at least portions of the surface course asphalt laid last fall on North Main Street and Scioto Street. To facilitate all of this work, the contractor will be posting no parking signage within the planned work areas in advance of each respective work phase. Remaining work items on the project are as follows: milling of existing asphalt surface; pavement repair of deteriorated areas prior to paving; final surface asphalt paving; permanent striping of roadway markings, parking lines, and crosswalks; manhole adjustment; and water valve adjustment. In addition to parking restrictions to allow for the work to be completed, daytime road closures will be required during the paving operations. A local detour will be in place during these daytime road closures. No work is scheduled for Memorial Day on Monday, May 25, 2020. Wet pavements and predicted showers have delayed the start date for crack sealing. Bituminous Pavement Systems will now look to begin Tuesday, 5/19 (weather pending) or Wednesday 5/20 on designated streets around town, beginning in the south half of Urbana.
